I don't think its dangerous, expensive or unnecessary of government to focus its spending on the citizens of a nation, in fact I think its their duty. Certainly there are other obligations that a society has, but fundamentally, I would argue that a government that cannot adequately feed, cloth, house and educate its people (to a reasonable level of opportunity), whilst spending large amounts of revenue elsewhere, has failed. We should be emotive, and emotionally moved, to identify and rectify the failures in a society that produce significant and recurring patterns of dysfunction. These are social needs, not wants, for a functional citizen that can contribute to society. That doesn't just mean 'financially compensating people' with welfare payments, it means creating real opportunities and programs to assist people to escape from poverty.

That way, it'll be up to the contractor to prove they are outside of IR35, and it can simply state that 'they and the company' agreed that the ultimate source of employment was a public entity. Realistically, IR35 is the least of the issues. The new tax legislation due to come in on the 6th will be the basis going forwards.

All the schools around me try various schemes to raise ££. Some of it is pretty heartbreaking where they will charge a quid here or a quid there for simple stuff. Some parents struggle to always do it, so their nippers miss out. It's a little bit s*** for those kids.

They're not above introducing retrospective legislation, as I'm sure you're aware.
