Total nonsense, when there is a sell on clause in a players contract, it is payable in full no matter what, the FA make sure it is paid as it's a legally binding contract. It is not unknown for a club that fails to keep to an agreement, for them to end up with a transfer embargo, for example season 2009-10 a certain Crystal Palace 2000 FC received two transfer embargos in a month for transfer related non-payments.
