I just don't think he's good enough or committed enough for top tier football. The latter effects the former.

I would take Balotelli on the right sort of contract.No huge fee and some sort of incentive related wages. If he accepted that sort of deal then he would be a useful squad player, if not let him go to china or wherever.

confidence player who needs to feel loved and have an arm around him to hit the heights he can. to be fair, if his fee was small enough i would prefer him over benkete from a financial POV.
