Sorry but that's not to do with poverty, that's s***ty parenting. Times are tough for some people, no doubt and whilst you can argue the pros and cons of the current benefit system there's enough to stop this from happening.
I doubt you can price the cost of neglecting a child's basic needs, so of course it's neglect, people are too quick to adopt a slopey shoulder.
The child would be neglected, but not deliberately. Seriously, people on tight budgets face stark choices. Rather than tarring parents, why not focus on the cause of the poverty. A neglected child is an abused child, there should be no other focus.
Of course it is - child benefit is £20 a week, however low your money in is, not feeding your children is neglect - I'm astonished you need this explaining to you. Deliberately not feeding your child is neglect. Many people forsake eating themselves in order for their kids to eat, however there are some people so hard up that they can't manage even that.
Heating, rent, council tax, clothes, basic living essentials. How many meals could you conjure up for £20.

Not representative of the majority maybe but you can't tell me that there's not a major problem with the benefits system and the way parents often spend the money. Edited by Y Ddraig Goch (06 Apr 2015 12.40pm)

And what do these hard up people spend money on in preference to providing for their child's basic needs? Not feeding a child is neglect, deliberate or otherwise. So the answer to a presented case is stereotyping, rather than engagement. Poverty is most certainly an issue in the UK, it would be absurd to reject that as being the fault of those in poverty. The reality is never about the minority, but the majority - when we dismiss something based on a minority its the majority that are affected. Better a few dole cheats than a generation of people in welfare suffering because we targeted them as well

Jesus Christ... So if there is a family a living month to month (or week to week) and the main bread winner falls ill or loses their job and the family run out of money, that is child abuse. f*** me.

That's a reprehensible viewpoint. I sincerely hope if you have kids nothing out of blue bad happens to you, lest you be labelled an abuser

If they don't provide for a child's basic needs, then of course it is. That's a reprehensible viewpoint. I sincerely hope if you have kids nothing out of blue bad happens to you, lest you be labelled an abuser
Well then I hope nothing happens to your kids lest they be labelled abusers

That's the most idiotic argument ever. I'm on the Internet; even if I didn't know I'M ON THE INTERNET.
