Tapping up requires an approach to a contracted player by agents of a third party, without permission to do so. As fans have no authority to act on behalf of the club, nor the legal capacity to do so, it would not be tapping up. An actual offer or reasonable belief that an offer has or will be made, has to be involved. For example, Parish could have dinner with Wilf. Its only tapping up if its reasonable to believe this event was more than just a friendly meeting, and involved a violation of the contract owning clubs interests. Start precedings with, to the tune of he's too good for you - 'will 30 grand a week do?' Or if he's playing hardball to that, to tune of referees a w***er - "we'll match your current contract." Then if still at an impasse, go west - "we'll throw in your image rights". Or maybe just sign Tom Ince instead.

I'd buy Zaha in a heartbeat. Zaha, Ince, Bolasie and Joniesta in the same team. Thats what I want to see. We want young talented players who are going to form the next generation. If we stay in the PL we don't have to worry about our talent getting poached and can form a team to challenge for the top. COYP.

One of the least enforced rules in football, I'd wager. I did say it was a little ambiguous, perhaps that is by design you never know with THE FA.
