I think it's more likely that they did that but also wanted the proposed contract put to them to approve with all the necessary background, briefing, analysis etc. A Board will not normally leave a business-critical strategic decision in the hands of a single person, no matter how competent he may be.

Yes I understand the broad picture as you explained it but in terms of the selection of candidates and the preferred candidate from the selection process this will be left to Parish seeking footballing advice from those he trusts on this issue.Yes, a football decision but as you mentioned also a business critical strategic decision.
