Just after the failed Bay of Pigs episode. A time when the US and the USSR were engaged in a cold war and the fight between two systems was still in the balance.

You are projecting your ideas onto a time frame that was very different.

It was certainly true that Kennedy was engaged in using his White House authority to sometimes disagree with and battle the military and intelligence establishment. He was also engaged with the battle that all presidents fight with the press to control how news is presented.
