Most offences won't even be reported to the police.

He goes out of his way to be visible and frequently risks breaking the law with a confrontational attitude. The police, quite rightly, monitor him. If someone attending a protest about the situation in Gaza breaks the law then I would expect the police to take action. I don’t believe there have been protests which are intended to support Hamas. Which is different to Hamas supporters attending protests. Of course, alongside the need to detain criminals there is another duty imposed on the police. Which is to ensure the peace is kept. This can result in compromises being necessary.
