Hitler's classic failure was in trusting his 'political officers' more than his military officers. Letting Himmler have so much control over the Waffen SS, Goering over the air force, rather than actual qualified proficient generals (of which the German war machine had plenty of). One of the surprising successes of the Blitz was the Anderson Shelter, which had been judged as useless, but made available because 'it was better than nothing' and would be good 'for morale'.
