The problem with facts is that many who think what they believe are facts really just hold opinions. That though is beside the point. The question is who needs to know those facts, and when should they know about them. If you don't need to know, why should you know if knowing them could cause harm?

After a month of the country being in lockdown they’re under strain? No reduction in street crime, public disorder, drug dealing, shop lifting, etc?

Jimmy Saville and Cyril Smith I watched a documentary after his death where it was divulged that he held weekly coffee mornings with senior Police Officers... why? People in positions of power knew what was going on but decided for whatever reason not to act, political/Masonic/ personal involvement I do not know but post-mortem the truth becomes known. You don't know any better than I do why it has been decided to keep the report internal. All I have done is speculate as you have. I very much doubt though it has anything to do with any kind of cover up, or to protect "people in positions of power". I think it is much more likely to either be because of a desire not to risk compromising current Police investigations and prosecutions or because they don't want to divert attention away from the need to deal with the C19 crisis or that they fear public disorder because the findings are so damning and cannot risk that at the moment. I guess I am just not so sceptical as some. We will, as with Saville, learn the truth in time.
