Wasn't there a load of unsubstantiated chat about him trying to prod as many bears as possible before leaving? Maybe this is one, endorsed via the Israelis. It's also appears to be common knowledge that this guy has been on an Israeli hit list for some time. Trump may or may not be involved, but it does appear that he want's to go down antagonising so this may well be just one of many shots fired.

As with other lame duck Presidents Trump should not make any decisions that could significantly impact on the incoming President e.g. start a war. However how much co-operation and information he provides is up to him you would hope it would be full access. Still he is not obliged to ask or even consult the new President (within the constitution). Probably this chap was on the hit list and is normally hidden by the Iranians they maybe had an unexpected window of opportunity so no time to consult. Trump has been desperate for war against Iran but they are not going to fall for this. Probably Israel anyway, but what does it actually achieve? Tomorrow he will be replaced by someone else. A less able replacement would also be a less safe one.
