The current government just choose not to. Aid isn’t always necessary or spent correctly (especially amongst NGOs, don’t get me started on NGOs) but more often than not is used as a political bargaining chip in order to gain or maintain influence with other countries, including as part of trade deals. So - yes you can have an overly simplistic view of ‘it’s our money bruv let’s spend it on schools and nurses innit’ but that’s not the reality.

If it was having an effect on large numbers of young ethnic people then I’d think there might be something in this. I expect the disproportionate amount of cases are down to living in densely populated areas and inter generational Asian families in the same house. Neither of these I’d blame on any government. People away from built up areas can plan and stay away from people for a week or two or for months if you’re lucky.
