Until the moderates rule the roost in Palestine.....We will be forever stuck in this disaster of a situation. The more you think about it creating a Palestinian state has to be based upon it not attacking Israel....I'm not sure how you ensure this without making it partly dependent upon Israel being at peace.....A water supply is pretty powerful in that regard. It's a tricky one.
I think most of the arab nations would be happier to put the Palestinian problem to bed, rather than destroy Israel now. The degree to which Israel is under realistic threat of non-existance compared to the post war period is negligible to non-existent. Militarily, its capable far beyond any of its arab neighbours in terms of any conventional war, and most of its problems stem from the 'occupied territories'. The real problem is that having allowed or tolerated settlements it has a very difficult political problem in giving that land back, because its occupied generally by rather militant, armed, and capable 'Zionist' groups that aren't above causing problems. The most feasible approach would be to have the UN involved in a transitional state. The problem of course is that extremists on both sides have no interest in allowing that, as it marginalises their own relevance. Whilst the political wing of Hamas Councils and Welfare wings are generally co-operative within the PA and Israeli interaction, the militant wing of Hamas is independent, and strong enough to act according to its own dictates (certainly beyond the capacity of the PA own capacity to prevent them). Its a misconception that the Palestine Authority (and the elected representatives from Hamas are in full control). The Militant wing, or al-Qassam Martyr brigades are financed and directed more or less irrespective of the political wings. Then you have other groups, such as Palestine Islamic Jihad, Army of Islam, Popular Resistance Committees (which are essentially Hezbollah) al-Aqsa (which is a collective of different groups) and so on - none of which are likely to accept any kind of truce that isn't very popular with the Palestinian populace in general. Now those groups are largely funded through independent means (or other foreign groups such as Islamic Jihad supporters or Hezbollah), as well as through their own local support networks and possible criminal enterprises. They're probably more powerful than the Palestinian Authority is. Most of these groups operate in secret cell structures with limited contact and a lot of independence (they have to in order to avoid Israeli intelligence), its that most members don't know each other either. Likely as not, peace and nation status isn't going to be enough for Palestine. Arafat knew that way back, that unless the deal really delivered something that could be sold as a victory, then it would likely as not be scuppered by rival political factions.
