The council must use the money to construct the same number of new houses in the borough.

So it would seem that it’s the councils duty to build the new houses.

But construction can’t start Until work on the replacement dwellings is underway. Even though it seems like the club has no control over when the council start works. That might leave some kind of wiggle room but I’d guess at least 24 months.

Then the stand can’t be used until the houses are built.

Anything is possible but the effects of covid in top level football are far from known.
