We also need law enforcement to deal with the problems here. You can't have discourse with everyone and you can't just shoot everyone either.

The shia radicals we were fighting in Basra and Baghdad are also now the shia militias fighting against IS in Iraq and Syria backed by the US and UK. Some kind of settlement with Islamist movements is possible, even if its negotiating their surrender
