here's a good article - suggests the hold up is Parrish not signing off a certain section of the agreement (S106) which obliges the club to sort out the property and local transport issues ...

SP doesn't want to pay anything himself he expects everybody else to write the cheques that is the mans problem and why the club is like this. unless he goes we are never going to see anything improved

The Council do seem to be taking the p over this. Bus Shelters in Whitehorse Lane! better cycle routes! Sounds like these are issues they should have sorted and paid for. Still, they appear to have the club over a barrel so why not? By the way I don’t agree with their approach.

Years ago one of my knees was so painful that I saw a private consultant and had a steroid injection. When I received my bill, there was the consultation fee, the fee for the procedure, and a mysterious item of £500 for what was called "Treatment". I paid for the first two items and wrote to ask for clarification of the "Treatment". They never replied and it was never paid. But there's a difference between dealing with the private sector and the public. Councils can wield arbitrary power, and in this case, as you say, they have us over a barrel.

Any planning permission comes with strings attached. We are building (or not) a new strand to both increase the match day capacity and to generate revenue on a non match day. That brings a benefit to the club it will also generate more people using the local area and that puts a strain on it. It is therefore only reasonable that the club who will cause this increase chips in. It is not a public/private thing, it is a cost of doing business. If you build a housing estate would you expect the council to stump up the cost of a new road and street furniture? They are not selling the houses and getting the profit.
