But with respect I think one of the reasons that Delaware has or had a reputation for being a tax haven had less to do with the rate of taxation and more to do with the fact that the beneficial owners of businesses registered in the state didn't need to register their interest. So if someone wants to launder money, they can send it a business registered in Delaware and nobody will know who it belongs to.

Delaware has many advantages for those seeking 'tax efficiency,' They operate a system of limited liability partnerships where it is not necessary to disclose any individual ownership of interest in the partnership and the amount of information which it is necessary to provide when filing accounts is minimal. Which is why who owns what and gets what in terms of ownership of the club is all a bit murky.
