There isn't an actual test. As a pensioner i got the Winter Fuel Allowance, but because i get a disability allowance, that means i don't get Pension Credit. Therefore i won't get the 'heating' allowance. Precisely. Pension Credit is means-tested and you now get the fuel allowance only if you are receiving Pension Credit. Ergo the fuel allowance is in turn means-tested. Another way of looking at it is that the fuel allowance has been removed from the state pension and added to Pension Credit.

Does that mean they have reduced the state pension to the extent of the fuel allowance for those who fail the means test? Effectively, yes. See the answer I just gave eagleman. What they've done strikes me as a great way to upset a lot of people, for very little 'gain', but that's governments for ya.

Easy to resolve disputes if you give the other side everything they want Originally posted by NMPalace
The train strikes have been going on for over a year and have impacted millions of commuters. The Tories deliberately kicked these issues into the long grass for someone else to sort out and you've jumped on the it. Wait for the Post office and infected blood scandals to get sorted!! Also if CGT is increased in the next budget, which it should as the rates are quite low, please note that 1% of people pay CGT. It is a tax that most 'normal' people never pay

With respect, that statement is bollocks assuming the pay rises are permanent. You know, when people begin a sentence with those words... Of course, spread over the coming years you are correct. But what do you mean by "permanent"? Thus, how long have the strikes been ongoing? How long will they continue? When will be the next pay round? If in, say, 5 years, their rises will be eaten away by inflation. And what about service to the public? What is bollox is seeing this wholly in terms of kowtowing to the union paymasters. That is simple regurgitation of the Daily Express editorial column.

And democratically jailing some people for somewhat minor crimes but forgetting or refusing to jail hard core criminals.

One example of bollox doesn't wipe out your bollox. And anyway, I said nothing whatsoever about kowtowing or about unions.

That is not correct, if you are living on state pension only, and many are, you will not qualify for pension credit, as it is set lower than the state pension amount so you do not qualify. The new chancellor could have amended it, but she did not. The new government does deserve credit for tackling things which just seem to have been totally ignored. For me the new chancellor though, is 'the weakest link'.

Oh and employers paid taxi service home, if no trains. What’s not to like! Don’t try to apply though, unless you have contacts on the job.
