There isn't an actual test. As a pensioner i got the Winter Fuel Allowance, but because i get a disability allowance, that means i don't get Pension Credit. Therefore i won't get the 'heating' allowance.

Precisely. Pension Credit is means-tested and you now get the fuel allowance only if you are receiving Pension Credit. Ergo the fuel allowance is in turn means-tested. Another way of looking at it is that the fuel allowance has been removed from the state pension and added to Pension Credit.

Does that mean they have reduced the state pension to the extent of the fuel allowance for those who fail the means test?

Effectively, yes. See the answer I just gave eagleman. What they've done strikes me as a great way to upset a lot of people, for very little 'gain', but that's governments for ya.

Easy to resolve disputes if you give the other side everything they want

Let's moan for the sake of it!
The heating allowance isn't means tested - even those living aboard who receive a UK pension get it. The most needy on other benefits will still receive it so it's not been scrapped. Seems sensible to me.

The train strikes have been going on for over a year and have impacted millions of commuters.
Again it needed to be sorted, and has.
Similar with the junior doctors.

The Tories deliberately kicked these issues into the long grass for someone else to sort out and you've jumped on the it.

Wait for the Post office and infected blood scandals to get sorted!!

Also if CGT is increased in the next budget, which it should as the rates are quite low, please note that 1% of people pay CGT. It is a tax that most 'normal' people never pay

Just what will happen to growth??
Just watch inflation rise this winter.

Like I said, the cost to the public purse of the strikes exceeded the additional cost to the Treasury of "caving in".

It was political grandstanding by the previous government who have proved unfit to govern.

With respect, that statement is bollocks assuming the pay rises are permanent.

You know, when people begin a sentence with those words...

Of course, spread over the coming years you are correct. But what do you mean by "permanent"? Thus, how long have the strikes been ongoing? How long will they continue? When will be the next pay round? If in, say, 5 years, their rises will be eaten away by inflation. And what about service to the public?

What is bollox is seeing this wholly in terms of kowtowing to the union paymasters. That is simple regurgitation of the Daily Express editorial column.

Yes, as with Trump's proposed "solution" to the Russia/Ukraine dispute.

Probably better than a very long protracted dispute that doesn't help the economy or the long suffering commuter. Also someone has to run the country and Labour were democratically elected.

And democratically jailing some people for somewhat minor crimes but forgetting or refusing to jail hard core criminals.
Democracy eh, what’s not to like ?

One example of bollox doesn't wipe out your bollox. And anyway, I said nothing whatsoever about kowtowing or about unions.

That is not correct, if you are living on state pension only, and many are, you will not qualify for pension credit, as it is set lower than the state pension amount so you do not qualify.

The new chancellor could have amended it, but she did not.

The new government does deserve credit for tackling things which just seem to have been totally ignored.

For me the new chancellor though, is 'the weakest link'.

£70k for 4 day week. 5th day and Sunday working all on overtime. Oh and employers paid taxi service home, if no trains. What’s not to like! Don’t try to apply though, unless you have contacts on the job.
