Prem works by voting system the clubs wont vote for that change.

Yes. Which is why the clubs being hauled over the coals are medium sized but who are seeking to exceed their medium sized status; not wholesale FFP breachers like Man City whose finances are small country status which will never bring them close to the PSR trapdoor.

The Prem has already got quite comprehensive financial rules and sanctions - assume these were voted through without issue. In terms of MM i strongly suspect his wages included a massive signing on bonus similar to the Sol Campbell deal when he went to Arsenal. He was paid £10m over 5 years on top of his £60k wages (and that was 20 odd years ago). If MM's agent negotiated something similar and his contract was 3 years that's c£64k extra a week and gets us to the commonly reported amount. Suspect Lerma is on similar (hopefully a lower amount due to his age) on top of his reported wage.
