Click-bait is saying L'pool want him & allegedly have sent scouts to watch him.

But Liverpool don’t have Phillips .I have no idea if City are interested in Olise but if they are it could be a sway factor. COYP

As in, they buy Olise & we only loan Phillips?

If I had a choice between Gallagher and Phillips I’d take Gallagher every day of the week. To be honest, my heart always sinks when I see Philipps on the England team sheet and true to ‘form’ he plods along in his uninspiring way with everyone scratching their heads asking how on earth he deserves to be out there.

I’d take him on loan at a push as a good replacement for Doucoure.

I think Phillips would be a good loan signing for us as we need cover in defensive midfield. It may suit all parties as well. Phillips needs to play to stay in England squad and he would with us. The question is what are city's longterm intentions with him? I can't see him being loaned to Newcastle as city will not wish to strengthen them (however they may sell to them but then FFP comes in for Newcastle), Juventus is possible but not sure it will suit Phillips The problem for us is loan fee and wages being suggested I can't see us paying anything close to that. I think its possible but late in Window as City decide what is minimum they will take

If City wish to loan him to a Premier League club, I don't see why we wouldn't be in the running. He'd get the level of game time they would want and we aren't competing with them for top 4/Champions league. It would just be a question of if we could afford his wages/loan fee.

I saw an article that Newcastle were likely to not pursue Phillips anymore.

Man City wanted a 5m loan fee with obligation to buy.

I guess he won't be going anywhere at that rate.

The club is not worried about relegation its fans which every year like to make a drama out of it its is clear to see 3 teams weaker are in the league this season.
