With the cedila or whatever it's called, it's an "s" sound. So Fransa. I presume it may have been double s in the past - if that makes a difference.

That Tim Vickery bloke has just revealed the 'C' is pronounced as an 'S' so should be said as 'FRAN-SA'.
He claims the player barely got a sniff of first-team football at Flamenco, having been basically groomed for overseas sale.
