By then a signal will be available I’m sure.

We've had this for years, generally to warn you about adverse weather conditions or if a child has been abducted where they'll give you a brief description/ licence plate etc We had them in Florida for warnings about tornadoes (which can form very quickly) and so I can understand that 150mph vortices need to be warned about…but I am a cynic and so I can see it being used to tell you not to go outside if you haven’t paid your council tax that month.

After a few hours expecting an apocalyptic deluge the slight shower than followed was quite disappointing.

It seems a sensible idea the media are complaining as usual but they would be the first to be up in arms if a disaster happened and the government was accused of failing to warn people. This is a test of the technology how they use it is another matter.

If you search your settings with 'emergency alerts' you should be able to turn it off. I have a routine android device it was that simple.
