A penalty, or even penalty shootout, is taken by a randomised selection of a seat in the ground for the corresponding team, for example: A home penalty for Palace will be taken by 'Row X, Seat X in the Lower/Upper Hols, Arthur, CA, GL etc'. or 2. Similar to Pool, you have some sort of Black Styrofoam Pillar placed randomly on the pitch for each game and if anyone knocks it over at any stage their team lose immediately. I have many more ideas but those are my top 2 for now.

I always favoured the idea that you have to take the goal keepers off for extra time. That would have some of the tacticians scratching their heads but would probably guarantee goals.

Most of the time it's down to the team that holds their nerve, the better keeper but you do get the odd occasion like Chelsea Liverpool in the league Cup where it goes to the keepers or utd vs villarreal, where it goes around twice, which is a lottery. I'd rather have replays, if you don't win after 120 mins and 11 penalties then you definitely don't deserve to lift a cup.

Anyway, I'd like to enhance your closing suggestion. If the scores are level after 120 minutes in a cup final just say that no-one wins the trophy that year. That would focus the mind!
