Agree. The Chelsea penalty should have been retaken. I could have sworn this used to be allowable but was changed before the world cup in the summer and would be strictly enforced. I think they said any pauses in the run up would mean the penalty is scrapped too, rather than allowed to be retaken.

Perhaps if the kicker can do this the keeper should be allowed to move as soon as the whistle goes. If the keeper could come charging out towards the ball any buggering about in the run up would result in a save. Of course most of the time the keeper does move before the ball is kicked and refs never do anything about it.

I can assure you I took that quiz very seriously,visiting Dover and Gillingham in midweek to play for the team.And there was thick snow on the Dover ground so weather conditions travelling to and from were somewhat challenging.

According to the Laws of the Game & FA Rules (from the FA website: [Link] Offences and sanctions the player taking the penalty kick or a team-mate infringes the Laws of the Game: Since he almost stopped (although he did keep dragging one foot through very, very slowly) and then ran the last 3 steps before he took the penalty, it looks like it was legal.

Here’s a suggestion. Ban the run-up. Make it a ‘standing’ kick. Or maybe allow just a single step. But also get rid of the goalie being allowed to shuffle from left to right. And then enforce the rule about the goalie not being allowed off the line until the ball is kicked. Surely there are enough officials at a game these days to facilitate this.
