Why do you think Government Departments have a security classification "RESTRICTED - HONOURS" specifically designed to stop anyone finding this out? The other thing you'll notice if you look through the Honours list is screeds and screeds of cicil servants. You'll find that these are all the civil servants who've been passed over for promotion and somehow honours are some kind of sop to those who reach their ceiling and then serve for years and years and years. (There are not enough opportunities in the Civil Service to conclude that anyone who misses out on promotion is a doofus. However, some who get honours will turn out to be muppets).

The honours system should be scrapped as it is massively corrupt. If you donate enough money to a party and you will get an honour, screw up as an MP and get sacked by the voters you get a peerage. This is not new Lloyd George was selling them 100 years ago. They throw in a few celebrities and the token cleaner / nurse / carer (who get the cheap medals) to disguise the hundreds of senior gongs handed out to time serving establishment figures. You will never be able to reform it so that only the deserving get it so better to abolish it, most countries don't do this. I have no problems with medals for bravery that is something else but just because you worked in the civil service and are retiring on your fat inflation proof pension why do you deserve a gong. Each year thousands of NHS staff retire where's there medal? Come to that where mine for services to banking and IT? And I certainly deserve a medal for supporting Palace for 50 years.
