He moved to Jersey last year to be closer to his buddy Peter Kenyon. Rumour has always had it that he bought Chelsea as a very expensive insurance option following a fall out with Putin. He has tried to raise his profile so he won't appear on any of the presidents secret lists. Everyone knows who he is now so there's no longer a need for him to bankroll Chelsea. Litvenenko's ex wife is also known to be a Jersey resident.

If the government has concerns over where his money came from he should not be allowed into the country simply because he has a passport of convenience. He needs to address those concerns.
