Maybe it is senseless to dismiss the idea that succes in lower leagues might be a lot harder to achieve then in the PL with it's near unlimited tv money. While I agree it is no certainty, I would love to see what the so called top managers could do in the lower leagues. Do you think Guardiola could have kept Bury up, or Conte could have done a better job at Barnet then Martin Allen did?

What is different is recruitment. But since we seem to have no agreement whatsoever between the people recruiting and the manager (considering last jan window) that may not be up to the manager, or head coach, after all.
