This may all change. Macron is determined to push ahead and relax French labour laws starting with the railways which are massively in debt. The workers enjoy incredible perks and cannot be sacked. This is his Thatcher moment if the workers win he is finished as reform was a key plank in his program. I saw an article explaining the railway workers perks but I can't find it. Anyway the French are revolting.
France are miles ahead when it comes to productivity, which allows them to take more time off than us for similar levels of output. I love France. Fantastic country. It has its problems but in general it's a lovely place to be.

Also this is a local decree which was upheld after public consultation. This is a good thing - rest is vital and important to ensure maintaining a balanced life. France are way ahead in many aspects, but behind in others, depending on your point of view of course. Still a great place to live or visit. The Dordogne has been inundated since Brexit with Brits wanting to buy a place in France so they can move out there for enough of the year to gain residency rights. Lovely part of the world.

Fewer hours worked in total for the same output is more productive. pefwin is right. I know plenty of lawyers who sit at their desk for hours on end doing virtually nothing but have a face time requirement where they have to be seen to be at their desks.

I know how it's calculated - my point is that there is cost represented by the unemployed that does not feature, debt too - nearly 50 billion euros in SNCFs case.

You specifically said "France has lots of small owner run businesses (no chains of boulangeries or patisseries etc), and they choose to work the hours that suit them." It's his bakery and he should be able to trade whenever he bleedin' likes. France is a lovely part of the world, but that's not to say they aren't decades behind in working practices. Hence why they elected a bloke, with a new party, on a mandate to change it. Even the name of it is a nod to how stuck in their ways they've been.
