I saw the game on telly and wondered who the ref was who could not have seen that clear penalty. Should have known. Perhaps, like so many 'good' refs, he was evening things up

I think that he has got caught up with his own reputation. I suspect that he wants to be the ref that gives out fewest reds, awards fewest contentious penalties and does not upset the managers of the very top teams. He may then believe that makes him the best referee.

This is only my opinion. I do not have great insight or psychology qualifications. However, I did see him fail to award a clear penalty that he had a perfect view of from very close by. There have been other similar incidents this season.

I don't think that he is a cheat or deliberately sets out to engineer results. But I do think that he has become obsessed with his self image and desire to avoid contention.

Well once you get obsessed with your self image and desire to avoid contention as a ref or in any other job I think you are farther down the slimy slope to mediocrity than many people realize . Certainly his performance was from stellar at Selhurst.!.

A good ref will see what everyone else sees and give the decision, regardless of stage, venue, opposition, live on tv, whatever it is.

I certainly do not accept that Webb makes decisions on the bases you have described.He is a FIFA ref and as such it is ridiculous to term him a "Bad ref".Yes he like other refs are only human and as such will make mistakes but to reach the standard he has reached (FIFA) means that he has achieved excellent marks over a period of time.
He has got to the top of his profession for a good reason.

You talk like "FIFA" is some gold standard of probity and competence. The fact that FIFA is a maelstrom of greed, nepotism, bribery and corruption means that Webb's status as a "FIFA ref" has about as much credibility as anything Sepp Blatter has ever said.

I didn't intimate that. I was merely pointing out that saying a ref deserves respect just because he's a "FIFA ref" is ludicrous given that FIFA knows as much about ethical governance and probity as I know about quantum mechanics.

Putting the label "FIFA" on something to make it appear more respectable and credible is patently absurd.
