Pretty sure if you told a psychiatrist that, they'd deem you to at least suffer from some form of depression. So what then under your scheme? You're telling me that the mr and Mrs chav walking down the street, munching on pasties, or the middle class, semi retired couple filling up their Sainsburys shopping trolley with 25% off when you buy 6 plus bottles of wine yet can't stop at 1 or 2 glasses are depressed? Come off it. Some people are greedy feckers and have no care or concern for their health because the tab is picked up by the NHS. You see loads of fat parents, picking up their fat kids when it would only take 15 mins to walk home from high school. I wouldn't care but it's now affecting other's health or healthcare provision. In that case, in your final days, you might as well cash in all your assets and have a big bonfire in your garden of all the cash rather than letting it get into the hands of taxman. This is where the policy doesn't work. Have loads of big family holidays just before you need care. Maybe downsize to spend it. There will still be plenty who wouldn't I suppose so it'll still deliver a lot of revenue. You will not be able to pass it on 7 years+ before death which is not as straightforward and possible as people believe, and in this case it'd be fraud to pass it on or 'sell' assets or change names on deeds etc.

To say the state should take a persons estate when they die is ridiculous not least because people will make sure that they get rid of everything anyway. Yes the more I think about that the more I think it wouldn't work, but then there'll be plenty who won't go spend crazy or will need care before they expected to. A lot of people think they never will, can't see themselves being dependent, but it'll happen to most at some point if they're not the 1st of a couple to fall ill. This is obviously new to you. There used to be a rule whereby cash gifts up to a certain amount each year to relatives etc would remain tax free if you died 7 years after the gifts. If you died within 7 years you're legally required to pay income tax. The rule has changed recently but some of it I think may remain. There is now a 14 year rule as well. Not sure of the details.

People should be able to pass on inheritance up to a point without state interference. However it can't be denied that inheritance goes completely against meritocracy.

No one in their right mind is going to save to enrich the taxman.
