THey are tax havens, but in the sense that people move their money there to avoid mainstream nations' taxes on the proceeds of investment. They also do it for privacy reasons (add Monaco and Switzerland to your list).

Interesting to read about the £2bn in fraudulent welfare claims. I wonder how that figure compares with the amount of tax avoided by corporations and individuals using legal loopholes? Profit too high? Send yourself an invoice for services rendered from an offshore entity and instantly - no profits, no tax liability and all your cash is safely off-shore from where you can buy a nice house back in the UK. This is Britain's financial services industry. Trickle down? More like flood out.

I don’t blame people who leave this for America.

There were about ten times the number of French people working in London as British citizens working in Paris. But that has little to do with tax and everything to do with the lack of jobs in France.
