I'd say mentioning your obvious intellect is painting you in a positive light. That is not slander, the opposite in fact.

And now the full story..and why they have to do it.

"Historical reasons. The first predecessor institution, the Common Assembly
of the European Coal and Steel Community, met in Strasbourg because it could not be accommodated at the seat of the European Coal and Steel Community in Luxembourg. This developed into today's European Parliament. Most of the Parliament would like to move the seat to Brussels because most other European institutions (notably the Commission) are there, but France would not agree to give up the Strasbourg seat. So they compromised on the Parliament doing most of its meaningful work (in the committees) at Brussels and having most of its plenary sessions (i.e. speechifying) at Strasbourg."
