Maths would have certainly progressed....ideas are not limited to a time and place and require a more relaxed environment for study...as we saw throughout history within various empires like Greece abd Babylon. Indeed, when the enlightenment happened in Europe, the irons were blown away from the main impediment holding science back.....which was religion. There were a number of reasons why Rome fell, but anyone who denies that an influx of migrants was not a major factor is plain wrong. Any source on the subject should tell you that.
