Multiculturalism comes from cultural relativism that can be traced back to Franz Boas in the early 20th century. It's to be found in many written pieces over the years before the tide turned against it relatively recently. The fact that many politicians including prime ministers of several EU countries that have directly referred to multicultualism as a failed exercise is more than enough evidence to show that it was attempted. If you view it as a by product of creating 'an environment for new ideas'....then fair enough....I just see that as a buzz phrase for social engineering anyway.
