Deal with the devil? Making the taxpayer pay for university education instead of mainly the individual benefiting from it?

How on earth were they 'compelled' to drop it? They were firmly in the driving seat in those negotiations. They pissed their strong negotiating position up against the wall. They absolutely reneged on their manifesto commitment.
