Maybe it's time to designate the whole lower tier as singing and unofficial standing? Let those who want to be part of it move to the stand and those want to sit move elsewhere? Think Watford have done this

This is why the club to sort this mess needs to consult all season ticket holders on the subject of if they want a singing section (which I think inevitably will stand) and to ascertain how big the demand is (ie do how many want to be part of it). Then the club can decide from demand where best location is
