The mayor of London has no money. TfL have a massive shortfall in their finances due to crossrail, reduced fare income, and the loss of a £700M central government grant. There's nothing more to move into policing.

Mayor Khan was aware of this before he was elected and was told that fares would have to rise he ignored the advice so has to take some (not all) responsibility for funding issues. Then there is the huge increase in staff costs at the Mayor's office which he is responsible for. Edited by Badger11 (08 Mar 2019 9.20am)

There is a stat claiming 90% of young people in custody have been excluded from school. Do schools have any alternative? It must be very difficult for teachers trying to deal with a class full of kids who speak different languages without having to cope with juvenile gangsters as well.

I like the principle but the human rights lot would have a field day it would be like Vietnam too many exceptions e.g. Bill Clinton. My suggestion would be 6 months in a military style program but no weapons, a sort of a compulsory boy scouts. That way the various faiths could not object as you are not training people to kill. Apart from discipline I would teach them life skills and have them working on community projects e.g. pick up litter, paint the church hall etc. Above all I would make it fun so that as each lot passed through they told their younger friends about the good times. I worked with a guy who also had to serve in the Swiss Army he loved it and made lots of friends. The reason refusal to serve was so low was: Ideally this 6 month service would be seen as a rite of passage and to be looked forward to.

I doubt the army has sufficient personnel to cope with a large intake. Military prisons on the other hand might provide a salutary lesson.
