A whole lot of people who almost no one cares about. 850 transwomen, most of whom are sex workers. This is a loud minority wishing to thrust (if that is the right word) their 'cultural choices' on a still largely socially conservative population.

Because you would trust their word on the subject? Why do you keep using words like prejudice and bias when you know that there is no such thing as unbiased or unprejudiced? You would have to decide if you trusted them after you had heard them. We haven't, so we cannot. You, of course, can as you always know what others think. Whilst we all have our own perspectives, some of us are more able than others to look at things in a detached way and are able to make objective judgements. Sadly, you are not. Your prejudices and biases dominate all you ever say.

A whole lot of people who almost no one cares about. It isn't about whether people care about the person whose work is on display. From what I understand, it is intended to be controversial, challenging and thought-provoking. Given the debate in this little space, I think even you would have to concede that it has succeeded. If it does so in the wider world, then the decision of the Commission will be seen to have been a good one.

The thought that’s been provoked is resentment that a tourist attraction is being used as an opportunity to point out how racist we are as a country.

There could be many reasons which, unless we heard them from those making the decisions, it is impossible to reach an opinion on. Don't though let that get in the way of you trotting out your usual biases and prejudices, which you routinely lay bare. Rarely though quite as clearly as in this last response. You use bias and prejudice in your arguments.

What would be more controversial - a statue of Donald Trump or one of someone for whom any criticism can be dismissed as racism?

You use bias and prejudice in your arguments. That you think I have bias and prejudice about Trump says a great deal more about your own attitude than it does about mine. For my view is held by the vast majority and is plainly justified by Trump's behaviour. If evidence exists, then bias does not. That we all have our own approaches, formed by our experiences and values, is clearly true, but that is not the same as being prejudiced. Prejudice is to hold an unreasonable attitude. One not supported by evidence.
