According to SS "It was suggested Sakho had failed a medical but we are told that is not the case. We understand Sakho would not have been fully fit for the start of the season and for that reason West Brom will not pursue the deal."

The new season is over a week away and given the euros few players will be completely fit for the start of the season. I get a feeling there is more to this and West Brom made a statement to "save face"
