This might be a daft question but why can't Palace compensate the council for the housing and rehouse the occupants in existing private housing?

It has nothing whatsoever to do with council (actually called social) housing stock. The total number of houses in a borough has to remain, at least, the same if houses are demolished for redevelopment, and it's the developer's responsibility to ensure that happens with new build properties, equivalent or better than those demolished. This is not that hard to understand FFS!

I posted earlier in this thread that I tried this and I could not do so as the website restricts comment to people in certain categories. Being a Palace supporter is strangely not one of them! You're completely missing the point here. If a development requires the demolition of residential property, the developer is required to new build the same number of, at leat, equivalent houses in the borough, not buy up existing properties and hand them over, or indeed give the council the money to build the new houses. The club has to obtain the land, get planning permission and erect six new builds.

The procedure followed is also designed to protect the council from themselves. You just wait and see where a couple of million quid goes if a developer gives that to a Council for development purposes instead of providing the housing!
