This was a relatively open area with very few vantage spots for a potential sniper to utilise. And that particular roof would have been the number one choice. Standing out to even the most basic onlooker as a spot that needed securing even if only to make use of for security purposes such as observing the crowd facing onto where Trump was speaking. In fact, them not having people stationed up there is just as shocking.
