I think Barnsley would be a good move for our 2 players.

There have been stories in the press about who owns the Coventry ground, the pitch being unfit for use (because of rugby use) points deductions etc - all in all it seems to be quite a difficult place to be on loan & unless someone comes out with a clear explanation on why he returned then I guess its just speculation - with all that's going on behind the scenes there perhaps someone in charge felt that they would be better off working on developing their own crop of players rather than putting effort into someone else's loan player -

It must have been quite rough being a Coventry supporter over the last 10 years or so -

Perhaps but Coventry is a basket case of a club. There were rumours that their manager did not want him so made him a scapegoat. The only way to prove that was the case is to send him back out on loan to another club.

Barnsley managed by Michael Duff whom I do rate.

When he was appointed manager of Cheltenham in 2018-19 they were languishing in 18th place in League 2.
The following season, 2019-20 Cheltenham finished 4th and lost in the play-offs.
The season after, 2020-21, Cheltenham were promoted to League 1.

Barnsley were relegated from the Championship in 2021-22 finishing rock-bottom.
Duff was appointed Barnsley manager before the start of this season and they are now 4th and in a play-off position.

Seems Killian Phillips made an impression on his debut for Shrewsbury in the cup defeat against Sunderland.

Not sure about "again" - he seems to be just injured

Rob Street is at Shrewsbury.
He has only scored 1 goal in 22 games this season and came on as substitute yesterday in Shrewsbury's 2-1 home defeat to Sunderland.
He is however, playing regularly in League One.

Reece has returned from Bromley. 22, injured, I'm not sure what really can be done here. [Link]

One that isn’t injured, and seems to go a bit under the radar is Malachi Boateng.
A regular in the Queens Park, team presently topping the Scottish Championship.
Working under Owen Coyle, no mug in his own right , and impressing enough to rarely not be in his successful side must reflect well on Malachi.
As ever it’s that wide golf that exists between the Premiership and the rest, that has to be crossed , but at 20 Malachi, is looking to be a decent Pro.

I see many reports about loaned academy players making (or not making) progress. Any news of Luke Plange?

All I know is that Luke Plange has been loaned out to RWD Molenbeek who are 3rd in the second tier of the Belgian League and he has scored a couple of goals.
