Out of interest, and as much about other aspects of popular culture as it is about the NHC, but is there any significance to that bum-shaking thing black girls seem to like doing? Or is it just a dance craze thingy?

This is why NHC needs to be moved, sooner or later there will be a tragedy. For decades people have been warning that a "crush" disaster will happen and the authorities and the overly efficient health and safety brigade have remained strangely silent on the subject. It has to be a park or stadium with tickets controlling the numbers. Football fans of a certain age will tell you that this sort of over crowding was ignored for years so Hillsborough was completely foreseeable. Will it take another tragedy before people wake up.
