This smacks to me of Palace trying to renegotiate the deal with stage payments and minimum up front expenditure.

Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance.

It's unlikely to be that he's not up to full fitness. More likely to be something fairly serious that has only presented itself in the medical i.e. underlying knee problem.
