Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance.

Without watching the actual event from start to finish, which I haven't as I don't have the time, I cannot be sure, but it certainly seemed so, and I would not be surprised if it was. Biden had operations on two brain aneurysms, one of which ruptured under surgery, in 1988. It’s conceivable those have affected his capabilities.

Not to me, but there was a professional body in the USA who expressed concern but ethically were stymied because they hadn't conducted an examination and were dismayed when the person who did gave such a glowing one.
