Without huge backup, in full riot gear, no single officer could possibly arrest a group armed with offensive weapons. Deciding to defuse a situation and lower the risk of them being used makes perfect operational sense. His first priority being to keep the peace. Not to inflame tension. Exactly the same approach would be used if identical circumstances happened with right wing protesters who were not active but just gathering somewhere. When people are actively involved in rioting the whole approach changes. Video exists. Quiet action later may follow when tensions dissipate.
