The 'offence' couldn't be very serious if you're just getting ejected, however if they are breaking the law they should be arrested. This article disputes your figures anyway.

He said it was “policed” by a private security company, who have the power to eject people but not arrest, he did not actually see any police.

I know a football hooligan he pointed out that the police only arrest a fraction of people in disturbances e.g. 10 arrests may mean 50 people involved. So numbers can be deceptive.

But he had a point we have all seen wide spread riots at various events over the years and when you look at how many the police arrest you realise it's a random sample and not reflective of the actual number of troublemakers.
