At the start of the troubles both sides wanted to win and had no interest in negotiation. As the decades went by and the body count increased I think all sides came to realise that surrender of the other side was not realistic and that peace could only come with compromise. I don't believe the IRA surrendered I think they came to realise that the ballot and the bomb strategy wasn't working and that politics and demographics would allow them to achieve their goal.

I doubt that stirling, dont forget the war of independence in 1916- although from my holidays in the West as a kid I can say Ireland was a very conservative country- run by the church- and the two main parties are still conservative, sinn fein might be a breat of fresh air to break up the two party state.
