The trouble is it will take years and anyone who mentions it in a manifesto will get slaughtered and accused of trying make cuts. A pal of mine who worked in the NHS for about twenty years once told me that it was literally impossible to be sacked for incompetence or failure to perform duties. Whether the management feared the unions, or (which I think is more likely) there was simply a gentlemen's agreement to lead a quiet life, I don't know. But that's the sort of extreme sloppiness that occurs when money is endlessly poured into an organisation.

Frankly the NHS is ripe for reform but no one has the balls, left or right, to do it.
