Madcap, with all due respect I have been to Kingston and was appalled by a number of things, amongst them

1 The agressive following and downright attempted intimidation on every corner for having white skin

2 Drug addicts lying in the street in the main business district

3 The living conditions of most of the people

4 Locals warning me not to go out in the evening and not to get on buses at all costs

5 The rudeness, lethargy and yes downright racism of near evryone I came into contact with because of my white skin

Now then, to the issue - How do you propose to identify these 'people from other countries'? Nobody goes round with flashing neon signs telling you where they might be from. This appears to be a prime example of misguided racial definition, because people may seem to you to look different doesn't mean anything. Your reliance on visual demonstrations of identity is preposterous and basically racist.

As for the numbers, just because there may be crowding in your borough doesn't mean that there isn't the space elsewhere - and the fact is that we have an aging population and a skills shortage.
